Belfast PCSP and DPCSP Disability Action Plan 2019/2024 Consultation

The Belfast PCSP and North, South, East and West Belfast District PCSP’s have developed draft Disability Action Plans for 2019-2024 which set out how we as (D)PCSP’s intend to improve the quality of life for all people with disabilities who live in, work in or visit Belfast.

The Belfast Policing and Community Safety Partnership (PCSP) and the four District PCSPs were established on 1 April 2012 under the Justice Act (NI) 2012.  Each partnership is made up of elected and independent members and representatives from the statutory sector.

The role of the (D)PCSPs is to make communities safer by:

  • engaging and consulting to help improve policing and community safety
  • working in partnership with local communities, partners and agencies
  • monitoring our performance and being transparent about what we have achieved, and
  • encouraging cooperation with, and inspiring confidence in, the justice system and, in particular the police.

Under Section 49A of the Disability Discrimination Act 1995 (DDA 1995) (as amended by Article 5 of the Disability Discrimination (Northern Ireland) Order 2006), Belfast’s 5 (D)PCSPs are required when carrying out their functions to have due regard to the need to:

  • promote positive attitudes towards disabled people; and
  • encourage participation by disabled people in public life (‘the disability duties’)

Why we are consulting

We want to know what you think about our proposed actions in the Disability Action Plan 2019 – 2024.  For example are they the right ones, is anything missing or do you have any ideas about what else you would like to see included?

We will use feedback from this 12 week consultation to agree and refine our Disability Action Plan and actions for the period 2019 – 2024.

What happens next

A feedback report will be brought to the (District) Policing and Community Safety Partnerships in early 2020 so that they can finalise and agree the Disability Action Plan 2019-24.  A copy of the finalised Plans should be available on the PCSP's section of the Belfast City Council's website in March 2020.
